In this case, either something is preventing the required JavaScript from loading or there is a conflict with another plugin or your theme. If you are using the Async JS and CSS plugin see this support thread for a workaround. If that doesn’t help try temporarily switching to a default theme like Twenty Fourteen and deactivating all other plugins. Re-activate plugins one-by-one to narrow down where the conflict is.
