    Is there a way how to submit post not with shortcode, but programatically with function?

    Try to use functions from shortcode, no luck.

    I am afraid, such a procedure or developer doc to submit post using function is unavailable by default and will require custom code to achieve this feature.

    So, I believe it will be great if you can contact a developer who can help you with this.
