“Submit for Review” from OUTSIDE of wp-admin?

Hi all… I’m researching the feasibility of providing a “submit for review” functionality from outside of the wp-admin directory… My guess is this goes beyond the scope of the Plugin Functions and API, that I’ll need to write a special php file mimicking a lot of the functionality in post-new.php and elsewhere. Does this sound kosher to everyone? Can it be done with a plugin, or can it be done at all? Just trying to pick the minds of people with more WP development experience than my own. Thanks!
