submit button shows disable even accept the check box

    I have a problem with the submit button. this works properly in normal but this is not works for the below conditions.
    Steps to reproduce the issue:
    first, go to the below page and accept the terms and conditions check box, but don’t submit the button. just click on the ‘Term of use’ and other links on the page then back to the page. now we have the problem on submit button show disable even all the fields are filled and checked the check box.
