Submit button in modal wrong location

Hi Shabti,

There is a regression that my users(Subscriber) as post author are seeing when editing their post is that the Submit button is moved to top Right outside of the modal.

This does not happen for me as admin editing my posting as administrator.

THere are others styling differences that would need to be addressed, but I’ll add them to another post.
