Submenu issue and animation effect not working

I know these issues have been touched on before but I am getting hung up with finding solutions.
1. How exactly do I tweak the point at which the submenus, when they fly out, meet vertically with the main nav link they would be sub to? I am finding that mine are coming up about halfway on the main navs. I just need to move them up about 25 pixels or so. Odd, because I know the default is for them to meet at the topmost point of the main navs. I don’t see where there are any plugins that are interferring.
2. The animation effects in the widget settings don’t seem to have any effect on the navs. I have a short shutter effect rather than the slidein, etc.

I looked at the CSS, tried editing and not having any luck as I mentioned. Some help would be great.
