Subject not required

Hi,
When a user creates a ticket they can actually create them without using a subject, I have configured that the subject is required and actually if you put the cursor in the Subject field and then exit it a message comes out saying that you need to fill in this, but when the user save the ticket they can save it without any problem when the subject is missing.
How can I fix this? Thx
