subdomain problems

couple of things. I decided I wanted to create a subdomain because my original site is in English and I cannot find a decent translator, so I created a subdomain to switch to for the spanish translation. I have created these sites the same yet I have had some weird things going on.
The top main menu bar holds as you scroll so the sub menus are not scrolling down like they do in the first page. The site title also appears to be on the same line as the menu, which is weird because the first site has it on a seperate line. But the one thing that continues to make me crazy is the tool bar that i use to edit pages has been gone since the beginning. Man I do not want to do another install…. I have disabled all plugins and problems are still there. ps 4.2
