SubDirectory Multisite with no domain can't find database

    I need to update an old wpmu to wpms. I wanted to install on a server that is not active and am using hxxp://ip-address/~username, which worked fine as a single install, but when I created the network, I got an infinite loop error and after fiddling with the htaccess and wp-config, I now have an error finding database. It’s the standard

    But when I go to hxxp://ip-address/~username/wp-admin, I get something WordPress-ish that looks like an installation screen, https://goo.gl/lF4Cx.

    Instead of localhost for the database, can I use something else or is the host-dependent?
