It is a problem in swift-performance-lite plugin.
It probably does not support your new environment. Most common this happens when the PHP version is too different (PHP 5 to PHP 7 or vice versa).

Try disabling the plugin by renaming its folder name to swift-performance-lite-disabled and see if you can access the site again.
You can then write to the developer of the plugin to see if they can tell you why it does not work on your new hosting.
