stuck on step 3 – can’t find config file

In the directory where you put the rest of the wordpress files.

songdogtech please tell me how to
1. set up a directory
2. create a wp-config.php file
3. access my admin panel
4. install my plugins

I am a newbie but man I’ve followed wordpress instructions step by step. I’ve downloaded wordpress,installed with fantastico and joomla,created wp-config.php file,uploaded and then downloaded. I’m ready to throw in the towel..
