Stuck in wp-admin login redirect loop

here is some other suggestion, look at your wp-config.php if the site url is defined like
define WP_SITEURL https://www.domain.com/

so remove the trailing slashes may be it will solve your problem.
OR enable define(‘WP_DEBUG’, true); in wp-config so it will show the errors may those error will help in finding the problem.

This problem also come when you exceed the database limit or may be some table in database is crashed so look for all these things.

Another reason is if you have Multisite enabled. Some update or whatever may have screwed up multisite in some way. especially if you happen to undergo an OS update like from ubuntu 14 to 16 where PHP 7 is involved
