If this is what you’re looking to achieve https://screencast.com/t/SCAt9Ft8J2Du then please try adding the following CSS code in the style.css file of your child theme or add it in your site using the following plugin:

#page.boxsmall {
margin-top: 0;
border-top: none;
}

.navigation {
margin-bottom: -20px;
}

div#page-banner {
background: none;
margin-bottom: -70px;
}

This should remove space above and below the header as well as black background and space below the banner.
