Strip extension in Photoname and link to photo by name in a shortcode

Apologies if either or both of these features already exist. I’ve been combing through the settings and testing uploads unsuccessfully.
I’d like to be able to upload a photo named ABC.jpg or ABC.png and have the extension stripped from the photoname. Then be able to link to it in a shortcode as [wpaa type=”photo” name=”ABC”][/wppa]
