Strange characters in IE and Chrome

Hi,

I′m building a site for a friend, and suddenly everything looks nuts in IE (v 8, I think), and Chrome (v 16.0.912.75).
In Firefox all Swedish characters (?,?,?) look fine, but in IE and Chrome they are substituted for other characters, for instance ? turns into the promille sign, ? turns into an apostrophe, and so on. (I tried to copy and paste these characters in here, but then they simply turn into ?,? and ?!)

I don′t know what I did wrong? I installed the English version of WP, I have used that before, without any problems with these characters…

What do I do?
