Strange behavior FC on Social Button & Notification Bar

Hi,

I have FC implemented and it works great! However, whenever someone hits a refresh button on the page, the HEADER social icons will appear at the bottom of the box instead of center. The Footer notification bar also malfunction whereby it should goes away and never appear again when user navigate to another page within the session after hitting the notification button.

I have actually screenshot for a better understanding, but i could not find anyway to attached it here.

FYI: Homepage will not have notification bar.
