Stop WP auto update during install of older version

  • I need to install WP 6.11, which I can download ok.

    I upload the files by FTP to a directory, run installer.

    During installation, WP automatically updates to 6.22 without asking or notifying.

    Is there some way to just install 6.11 without it being updated?
