stop page scrolling

Is there a way to set the size of the layout with regard to height so that globally, no matter what page loads, the header and footer remain visible at the top and bottom of the screen and only the content scrolls

Currently using tempera theme, but will switch if anyone knows of a theme that will do this if there is no other way
