Stock when manually changing cancelled order to processing

I have a bit of an odd request – the business owner wants members of staff to be able to place ‘orders’ on our website, in order to account for stock being taken out of circulation and used by them for projects.
These orders should allow them to checkout for free – the purpose is only stock adjustment.
I wonder if it is possible that they place an order, with a 100% off coupon, click pay by card, but then cancel it, thus creating a cancelled order on the admin page and bypassing the need to make a payment.
A cancelled order wont adjust stock however – if we manually change a status from cancelled to completed, will it then adjust the stock accordingly?
And also, is there an easier way to get the same result? I had suggested staff can just adjust stock levels on the backend directly but the business owner is not willing.
