Stock reduced without payment

Hey,

several weeks ago we started having a problem with manual orders. Once an order is created from the backend (Add order), products added and coupon code applied, we manually change order status from Pending to Complete. These are manual, wholesale orders that should not reduce stock – but the problem is that stock is getting reduced for some reason.

AFAIK, stock should be reduced only when payment is applied – not when order status is change. Could you offer any insight on this?
