Sticky Posts Not at Top With Some Templates

With the Blog Summary / Portfolio template and with the Portfolio(Dynamic) template, sticky posts are marked as Featured but don’t stay near the top of the page. Posts are arranged strictly in date order disregarding “Sticky”.
