You need to try this in your Custom CSS for achieving that:

.header-main {
    max-width: 970px !important;
    position: fixed;
    width: 100%;
}
.masthead-fixed .site-main {
    margin-top: 90px;
}
#primary-navigation {
    background: none repeat scroll 0 0 #fff;
    padding-left: 40px;
}
