1. Install the Sticky Menu (Or Anything!) On Scroll plugin.
2. Option Sticky Element: #nav-header
3. Option Z-index: 99
Save settings

Well, I don’t know what else to tell you. Perhaps there’s a conflict with one of your other plugins.

I’ve tested it on local with no other plugin and it still doesn’t work
