Sticking the 2nd post

I’ve come to inquire as to whether anyone has a solid solution to this-

I’ve got a wordpress blog I intent on updating quite frequently, several times per day in the near future.
Using any plugins or actual parts of wordpress, does anyone have any idea how I might be able to sticky a post to the 2nd post position? I want every post I make to obviously be above the stuck post, and then upon my next entry, drop below the stuck post.

Does that make sense at all? Basically a static post that doesn’t move down with the rest, but isn’t the first post on the page.
