I wanted to report that i was an idiot (not happening for the first time).

I was deploying duplicator archive in a subfolder but in root folder on separate wordpress installation there was wordfence active and it blocked subfolder actions. When i disabled wordfence for a short period of time Duplicator worked and after i migrated content everything was fine and i activated wordfence and everything is working as expected..

Sorry for false alarm. I was an idiot. Sometimes i miss those tiny things.
