In order to answer your question, you would need to specify more what situation you are encountering. There are 2 things we need to split up for this question: WooCommerce Orders & PayPal Transactions.
If your question is regarding the WooCommerce order, it would be best to read this document, that explains the flow of the WC orders.
The PayPal Transactions can be affected by some activities from WooCommerce, but this is mostly following the WooCommerce orders and how they are handled.
When a payment has been performed successfully, the WooCommerce order should go to “processing”, unless it is a virtual/downloadable product, then it goes to “completed”
