Please note that if you’re targeting regions that require you to obtain explicit consent for ‘non-functional’ cookies (and similar technologies), doing so would mean that you’re no longer asking users to opt-in, but that you’re instead asking them to opt-out.

If you decide that you want to do it regardless of this not being compliant, the above article also contains an add-on plugin that you can install; which will pre-enable the categories.
But I would once again like to reiterate that this is not compliant in regions where an opt-in is required.
