Static page with posts (stantard method doesn't work)

Hello!
I’m rather new to WP4. I’m trying to combine static page with posts (blog). I made a home page and a total blank to use it for posts page (2 pages in total). I followed the procedure to the tab “reading”, but nothing. I deactivate all the plugins, still nothing. I use the 20/14 (child) theme.
I even switched to the original theme – the same.
I didn’t find anywhere mentioned any answer to this. But during searching I found something about template page and home.php etc. I’d like to ask if the solution to my problems is there. If not, what else should I check?
