Static page with active blog inset

    I am ridiculously new at all this, so I really can’t get into much technical stuff at all. But I am willing to buy a wordpress theme where there is a mostly static webpage, but also has a blog set in it. I really want it to be like this homepage: https://www.franktalk.org.
    Is there a theme like this already set up I can just buy?
