Static Home Page

I already asked this in Install but might get more help here.
I want my home page ie(https://www.domain.com) to be a static page and then have my actual blog page be(https://www.domain.com/update)
my domain is not actually domain.com that is just the example
Where does the DB go and what else do I need to do
