Static home & posts page not working

I’ve set the options under Reading to show a static page (called “About”) on the home page, and have created a separate blank page called “Blog” and set that as the posts page. When I view the index of the blog it shows the posts, not “About” as I want. Also, when I try to view the “About” page, the URL it provides is the blog index (eg. https://www.weburl.com instead of https://www.weburl.com/about). Also, when I go to Manage Pages and click the view button for the “About” page, it also brings me to the blog index.

I have permalinks set to the “Date and Name Based” option which otherwise work fine. I’ve tried changing it to the default permalinks, and still get the same results. I’m using the following plugins…
