State shown as optional but set as required

Hi WooCommerce Checkout Manager,
We are using this plugin to set up our checkout page.
We set State in both billing and shipping field as a required field, but it shows up on checkout page as optional. However, if you leave those field blank, it will give you a warning like you need to fill out those fields. It looks very confusing.
