State rules

I’ve added 16 state rules, however all 16 state rules won’t allow me to add my custom State for their appropriate rates.
Where is states, State #1 – State #16 – “Select Some Options” box (“Choose one or more State for this rule.” – underneath the box); I can’t input the state I want nor allowing me to choose which “state options” are available?
Where can I add the States so that I may be able to choose it appropriately?
