“State” field is not showing for certain countries (eg, germany)

Hi,

How can i make the “state/county” field required for all countries? When a customers chooses germany as a country , he doesn’t have an option to choose a state anymore, thus when he places the order an error appears: “shipping_state variable not found”. However when the customer chooses USA as a country he can put the state and continue the payment normally.
