Starting over with wamp now where does wordpress go

I use WordPress.com myself for my main personal sites.

They also have a free plan, and you can move up as needed.

Can you give me some more information on how I go about getting the free plan. I was there yesterday and did not see anything about their free plan. Also is it as easy as they claim?
