"Start Cloning" button missing

    I am unable to set up a staging site because the “Start Cloning” (and back) buttons are missing.

    I have tried in PHP 7.0.3 and PHP 5.6.17, but changing PHP version did not fix.

    All plugins are disabled during process, (was getting fatal error).
    Theme: Avada (current vers).

    No log entries created.
