Spun child Header and page menu to remain visible

Hello
I have uploaded my spun child template to my host – thank you for the help on this yesterday.

I do not want the header and page menu on the home page to fade once once the mouse has moved away. I want it to be visible at all times.
I saw on a previous post some code I think will do this. I do not know how to enter it in the style.css file to make it take effect, this is what I have in the style.css file, the code I think that should keep the header from fading is the last line.
