You could use this code snippet.

function sa_custom_params( $args ) {
	$args['quality'] = 95;

	return $args;
}
add_filter( 'jetpack_photon_pre_args', 'sa_custom_params' );

You can set the quality at 100 as well which will return the original image quality without any compression.
