29 minute definitely not normal. 10 headings with introduction, conclusion and image takes around 2-3 minute at most.

Can you try different browser? Clear your cache and try again?

Are you also not getting any response for English too?

I just did another test in Russian and received response in less than 2 minutes.

Your settings seems ok too. So actually you are getting the answer from OpenAI but something preventing incoming response to your server. Do you have any protection or firewall?

If you are using Chrome, can you go to developer console and click on Network and try to generate again and see if you have any network error there?

Yes that red means there is an issue with your network settings. Pls click on that red one and check the response tab.
