Speed & OnSite WordPress Site Request. Having Serious Loading Issues

So I recently joined a company as their Google/SEO/Marketing Specialist. As I began trying to grow the websites I noticed that the site was having issues with load times. (I will have both sites listed below.) Both sites are having major issues when it comes to server response times, unused CSS and JS as well as massive network payloads and DOM sizes.

(It would be best to use: https://developers.google.com/speed/pagespeed/insights/) or (https://gtmetrix.com/) to get a current overview of each site’s metrics and load times for your use. Both sites are hosted in StackCP a web hosting platform in the UK.I want to know; what would be the best course of action? I am considering hiring a wordpress speed optimization specialist from Upwork or something like that.
Basically the site homepage loads the quickest with the different sub-pages taking longer to load. But when I go into my search bar in Google and enter the website URL the site takes way to long to load at least 10 seconds or more. But when searching and clicking on the site organically in search it takes much less time. As in 3 seconds or more.
On each site it uses the Jupiter X theme with Elemetor. There are 20 plugins in all including Jupiter X core.
Really I just need some advice on what anyone recommends or if any of you have had this issue before and found a way to fix it.
Its causing a lot of issues when it comes to bounce rate and our customer retention rate so its a very important matter that I would like some insight on.
