Specified file failed upload test

I’m attempting to upload an image to add to a post. I click on the “Add Media” image button, browse to the image I want and click upload. Every time I get thes same red error message “Specified file failed upload test”.

The image does show up in the media library but there is no way to add it. What does this error message mean and how can I fix it?
