Special Services (accessorial) not displaying

I have the latest version of WordPress, Woocommerce and the RLCarriers plugin, and the Storefront theme. I have two fully configured products that work fine with category and attribute filtering.

While the RLCarriers plugin appears to be working in all other respects, the Special Services options never displays. In other words, the customer can’t select “Residential Delivery” or “Inside Delivery”.

In the plugin settings, I have set the special services to visible, without overrides. I can’t seem to find the code that enables these settings on the UI, so that I can backflush the visibility problem.
