Sort order in specific categories

Is there any way to display the posts on specific category pages in a different order (instead of the latest date first)?

I’d like to display posts tagged “featured” first, then the remaining posts randomly. There are only a few posts in these specific categories, so pagination is not an issue.

I found several plugins in the repository, but they were only for widgets or shortcodes. I’m trying to sort specific category pages this way.

Any help you can offer is greatly appreciated. ??
