Sort of works

  • First of all, if the user is logged in to the website, the black header that WP throws up at the top by default obscures this banner. The banner is overlaid, very hard to read either of them.

    Second, although HTML is supported, a multiline banner just doesn’t show up at all (containing
    or <p> followed by additional text).
