No, I did not. I need them to manage their staffs under their department. Which role should I set them to do only that job?

If you want them to access staff records, they can only do so as either Admin or HR Manager. There is no option to filter this by department. If they are an Admin or HR Manager they can view all staff records.

If you assign an employee to a line manager in the ‘Reports To’ field on the Job tab in the Employee Profile (see the screen cap here) that line manager will also have some capabilities in the Pro version (see here for details on this).
