This error on your site is related to your PayPal account. This is not a technical problem, but PayPal likely requires verification before your account can be used to receive payments.
The error changed within the last day and now it appears the credentials may also be invalid, so I suggest connecting your account as described here: https://woocommerce.com/document/woocommerce-paypal-payments/#connect-paypal-account
