Something is not right

All of the links on my Hueman site <https://salishseapilot.com&gt; time out at 30 seconds, though links off-site and to a sub-domain work fine.

I get this:

Fatal error: Maximum execution time of 30 seconds exceeded in /home2/jimbim/public_html/salishseapilot.com/wp-includes/query.php on line 847

On each attempt, same result, though the php functions and line numbers change.

I have tried to place php_value max_execution_time 300 in my htaccess file, but every time the site returns a 500: internal error page.

I have installed the WP Maximum Execution Time Exceeded plugin, but that has had no effect. It places the code below at the end of the htaccess file, but the links still time out at 30 seconds.
