some text and images non responsive

I am using the Esteem theme. I purposely have images and text overlapping dividers that i created with wr pagebuilder. It looks fine on laptop. When i look at it on mobile only the text and image in the top part before the dividers are responsive. Nothing after that.Am i allowed to overlap the image and text with the dividers? Could this be the problem? Please advise.
