some plugin for a noob new user

im a noob, and i have some question for you!

i have already looked for them, but i cant find!

i need this plugin for my blog:

a) i way to take a post always in first position, on the top of the blog!

b) this is very very important: i’m looking for a SIMPLE way to notification by email to each registered users the new post, quickly after the pubblication! so not weekly or mounthly email! i’m looking for it since 3 day ago, but i cant found a SIMPLE plugin that work fine! ??

c) i would an advice for the statistic system to plug-in my blog! which do you advice me? ??

d) a SIMPLE form to sent emails whit attachments to the administrator mail

i excuse me if my questions are stupid or so on, but i’m newbie and i have already searched for them!
