Some links not preloading?

I have created a site for a client with a lot of pages. The site makes use of Jet Menu for mega menu’s. None of the links in the mega menu get preloaded, not even when hovered.

However, on the sub pages for each section, there’s links on the page to all the other sibling pages in that section. They don’t get preloaded, not even when hovered.

For the life of me, I can’t figure out why not?
